The WMTOA represents 19 law enforcement agencies West of the Michigan State Capital.

Membership in the WMTOA is restricted to law enforcement teams designated by their agency as a tactical and/or crisis negotiation team, within West Michigan.

The purpose of the WMTOA is to provide a forum for the exchange of ideas and information among the member agencies, encourage interdepartmental contacts and cooperation, and to promote training.
